Maricopa Community Colleges remembers and celebrates the life and legacy of former Chancellor Dr. Paul Elsner, whose remarkable 22-year tenure shaped the system into what it is today. Dr. Elsner passed away on August 14, 2026, at the age of 92.
Dr. Elsner served as the system’s second Chancellor from 1977 to 1999, overseeing a period defined by growth and innovation. Upon his arrival, the District consisted of just five colleges. By the time he retired, it had grown to 10, greatly expanding access to higher education across the Valley.
His leadership established Maricopa as a national model for community college education. In 1990, the Association of Community College Trustees recognized Maricopa Community Colleges for having the most innovative leadership in the nation, and the following year, U.S. News & World Report named Maricopa one of the country's top college systems. Dr. Elsner's leadership also earned him numerous national honors, including the Anderson Medal from the Business-Higher Education Forum and a Leadership Award from the American Association of Community Colleges.
"Dr. Elsner was an extraordinary leader and a tremendous influence on my own career. I originally came to Maricopa because I wanted the opportunity to work for him, and it was truly a privilege," said Maricopa Community Colleges Governing Board President Dr. Linda Thor. "He helped build Maricopa into the nationally recognized system it is today, and his influence on community college education goes far beyond Arizona."
Dr. Elsner was deeply committed to ensuring community colleges responded to the needs of the communities they served. Throughout his tenure, he also championed innovation, the arts, and new approaches to serving students throughout the District.
Throughout his career, Dr. Elsner shared his expertise on community colleges around the world and served in national leadership roles, including as president of the League for Innovation in the Community College. His commitment to education continued well beyond his tenure as Chancellor through his writing, consulting, and mentorship of higher education leaders.
"Dr. Elsner leaves a legacy. The opportunities our students have today and the reputation Maricopa has built all reflect the foundation he helped create," said Dr. Steven Bloomberg, Maricopa Community Colleges Chancellor. “I am grateful for his leadership and honored to help carry that legacy forward."
Maricopa Community Colleges extends its deepest condolences to Dr. Elsner's family, friends, colleagues, and the many students influenced by his life and service. His commitment to education will continue to influence Arizona residents for generations to come.
In lieu of flowers, the family has requested that donations be made to the Paul A. Elsner Scholarship Fund through the Maricopa Community Colleges Foundation.
